H64 Example 1: Using the `title` attribute of the `frame` and `iframe` elements

Tested on:

Windows 7, Firefox ESR 45.4.0, and JAWS 17
- Result: After navigating to the Simple frameset document link, screen reader announces the content in the left navigation and then the content in the frame.
iOS 10.2.1, Safari browser is based on the iOS version, VoiceOver on iPad
- Result: Activate Simple frameset document link, the iOS VoiceOver announces
  - 1 list start 1.
  - Document link, action availble.
  - 2.
  - Library link list end, action availble
- Android 7.1.2; Pixel, Chrome 55.0.2883.91, and TalkBack Version: 5.0.4.3.
  - Result: After navigating to the Simple frameset document link, TalkBack announces the content in left navigation, main menu, 1 in list, level 1, 2 items, Document, 2 Library, document out of list, and then content in the frame. This is a placeholder page / dummy file for the document link. The purpose of this page is simply to allow the sample's link to complete successfully."
